The Queen Creek General Plan serves as the Town's road map guiding development, appropriately manages growth, and effectively conserves natural resources. The General Plan includes the community's vision statement and the goals and policies necessary to implement the vision. It includes the following elements: Land Use; Growth Area; Transportation/Circulation; Parks, Trails and Open Space; Environmental Planning; Water Resources; Economic Development; Cost of Development; and Implementation.
Queen Creek desires to be a community different from others in the Phoenix Metropolitan Area. The Town's vision is to provide a quality community environment with a focus on enhancing our equestrian, historic, environmental, economic, cultural, physical, architectural, and aesthetic amenities. The unique character of Queen Creek will be maintained by promoting orderly development in accordance with the goals and policies described in our General Plan to continue "Keeping Queen Creek Unique."
State Law requires communities to adopt a General Plan and review it every ten years. On September 20, 2017, the Town Council voted unanimously to adopt the 2018 General Plan Update. Voters ratified the 2018 General Plan Update on May 15. This General Plan updates the adopted 2008 General Plan that was ratified by Queen Creek voters in September 2008.

The General Plan Amendment Process
The General Plan Amendment process allows property owners to apply for Major Amendments to the Town's existing General Plan each year. Applications are typically accepted once a year in June (PLEASE NOTE THAT FOR 2018 A TENTATIVE REVISED SCHEDULE IS BEING UTILIZED). The criteria for amending the General Plan are established by Ordinance.
After a series of public meetings, the proposed amendments are presented at Public Hearings before the Planning & Zoning Commission and the Town Council. By law, the Town Council votes to approve or deny the Major General Plan Amendments. A super majority vote of 5 Town Council members is required to approve a Major Amendment to the General Plan.
